This is the EXACT root of how Apartheid started in South Africa. Someone wanted to give the non citizens a say in how the community government was run...it then expanded to a national platform, that over ran the citizenship rights groups with an ignorant global outrage backing it up.

This Mayor needs to have a swift kick in the ass and rail to be ridden out of town on. Tar and feather party may be in order too. Make it a well publicized event so no other politician will mistakenly even think such a thing is possible.
