This exact document, signed by all prior presidents in one form or another has been around for 60 years. All it puts forth are chains of responsibility in case of serious national calamity. Obama would be derelict in his duties if he did not clarify the chains of command and responsibility. It is certainly  not the action of a power grabber. :beer:

My only question is why wait till now to do it. Rodent I know what you say is correct, but Obama uses timing better than most andonly to his advantage.
