This is one of my pet peeves. Not sure if it is the same in all states but here in CT the system is full of fraud. The corner stores selling cigarettes and alcohol and even fake purchases to hand out cash. Then there's the recipients buying total crap food, so fat they have to use the battery operated shopping cart. They are also a burden on healthcare.

I propose give them an allowance just like the debit card but use it at specially designated cafeterias. It can be like a soup kitchen or buffet set up. Only offer healthy options and deduct it from their account. Hell use military surplus or even school food with limited choice.

Only allow the debit card to be used at speacialty grocery stores that only offer healthy food staples. Again limit the ability to get fatter and become a further burden on society. Furthermore make all eligibable recipients of working age perform some sort of cummunity service as a "give back" to the community.

Lastly set a maximum limit to how much they receive. Stop paying and encouraging the lazy and ignorant to procreate.

Here in Texas the recipients get a "Lone Star Card".  Basically it is a debit card and the limits on what they can be used to purchase are very liberal at best.  As you would expect from any welfare program like this, it is rife with abuse and misuse.

When Katrina hit LA and we had an influx of recipients, these cards were doled out like candy.  They were being used in high-dollar stores in the Galleria Mall, etc.

The welfare programs are incredibly well-funded and have incredibly limited oversight.

You cant buy beer with welfare/food stamps. So what do these mooching scammers do?

The folks up north would buy bottled water...lots of it....take it out in the parking lot, pour it all out on the ground, and then walk back in and turn in the bottles for the recycle refund....then take that money and go buy beer.

Our tax dollars at work. What a waste.

I worked part time at a c-store in upstate NY. We'd have the 5 or 6 kids from a family come in one at a time each with $1 foodstamp, buy the cheapest candy they could, of course we had to give them real change for less than a dollar. Once the change was enough for Mom's cigarettes, here comes Mom with a pocket of change. We reported it several times but nothing was done. I think the cards are much better for that reason alone. The type of stuff they can buy needs to be restricted severely, no candy, sodas, bottled water or junk food.

I'm so tired of working 50 to 60 hours a week to Pay for the things in life my family and i need and then watch 75% of New Yorkers on welfare go get everything for free. It's such B.S. I know some of these people need help, and that's fine. But people can get a job, they just won't cause it's easier to sit at home and get paid for Nothing. If they got a job, they'd have to pay taxes, no free health care or free food. The system is so ******.

Part of LBJ's "Great Society" legislation passed in the 60's. The idea was a good one. A working model in the real world, failed to understand basic human nature. Basically how can I turn a benefit for the truly needy, to a scam for those not in need at all.

And with all the scammers out there. My heart breaks when I see the little old lady at the checkout stand with only cat food, and pay for it with cash. Too proud to take charity.  In the mean time, an entire family loads up, pays with the WIC card, and then hauls it out to their new pick up.
